Commitment of the UAE to Promoting and Protecting the Rights of People with Special Needs

UAE

The UAE has always been dedicated to promoting and protecting all of its citizens' rights, including those with special needs. The UAE issued Federal Law No. 29 in 2006 to protect and promote the rights of people with disabilities. This law was followed in 2009 by Federal Law No. 14, which reaffirmed the country's commitment to the rights of people with special needs.

The United Arab Emirates ratified the Convention on the Rights of Persons with Disabilities in 2010, as well as the Optional Protocol to the Convention on the Rights of Persons with Disabilities in 2008. This demonstrated the UAE's willingness to follow international standards and best practices in the treatment of disabled people.

The UAE submitted its first periodic report to the Committee on the Rights of Persons with Disabilities in 2013, demonstrating its dedication to the cause. In 2019, the UAE also backed Security Council Resolution No. 2475, which aimed to protect people with disabilities during armed conflict.

In 2021, the UAE took another step toward empowering people with special needs by signing an agreement with the United Nations on the subject. In addition, the Council of Ministers approved the Comprehensive National Plan for Persons with Disabilities, which will promote their inclusion in the national development agenda.

To ensure their active participation and equal opportunities in an inclusive society, the National Policy to Empower People with Special Needs was launched. The policy sought to create a society in which people with disabilities could live with dignity and have equal access to education, healthcare, and employment opportunities.

In addition, the UAE has implemented a policy to protect people with special needs from abuse. This policy seeks to combat all types of abuse to which people with special needs may be subjected.

The Abu Dhabi Strategy for Determined Persons 2020-2024 was launched by the Emirate of Abu Dhabi, while the Emirate of Dubai issued Law No. 3 of 2022 regarding the rights of Persons with Disabilities in the Emirate of Dubai. Cabinet Resolution No. 3 of 2018 was issued in relation to the country's adoption of the Unified National Classification of Disabilities.

The Council of Ministers adopted Decision No. 43 of 2018 on assisting people with special needs in the workplace. This decision aimed to allow people with special needs to access available job opportunities in a way that ensures they can exercise their right to work on an equal footing with others.

Truly, over the years the UAE has made commendable efforts to promote and protect the rights of people with special needs. These efforts have not only helped to create a more inclusive society, but have also contributed to the country's overall development. The UAE's dedication to the cause is evident in the various policies, laws, and initiatives it has implemented over the years, and it serves as a model for other countries.
