The United Nations Security Council has adopted the Abu Dhabi Guidelines to Combat Terrorist Drone Use.

The United Nations Security Council's Counter-Terrorism Committee officially endorsed the "Abu Dhabi Guidelines" under the UAE's presidency of the Committee. The recommendations, which are now an official Council document, are the first comprehensive framework to address the growing concerns posed by the use of unmanned aircraft systems (UAS) for terrorist purposes.

The Abu Dhabi Guidelines are comprised of four guiding principles designed to address the expanding issues posed by UAS in the context of counter-terrorism efforts. These principles emphasize the integration of drone threats into national counter-terrorism policies, the establishment of specific legal frameworks, the raising of knowledge of the associated threats, and the development of mechanisms to detect, identify, deter, and respond to these threats. The guidelines stress the significance of international cooperation. 

As the current Chair of the Counter-Terrorism Committee, the UAE played a critical role in facilitating this critical endeavor, demonstrating its commitment to advancing global peace and security. Her Excellency Ambassador Lana Nusseibeh, Permanent Representative of the UAE to the United Nations, commented on the historic adoption, saying, "In light of a changing technological landscape, the Abu Dhabi Guiding Principles are a decisive step taken by the United Nations towards combating terrorist possession and use of drones."

The principles, which are part of a comprehensive approach, are expected to considerably improve the capabilities of member states and stakeholders in detecting, identifying, deterring, and responding to risks presented by unmanned aircraft systems.
